NYC Approves Bag Fee. This month, the City Council voted to require certain retailers to collect a fee on each carryout bag, paper or plastic, with some exceptions. The 5-cent fee, which retailers get to keep, is expected to go into effect this fall. As reported in the New York Times, the NYC Sanitation Department says it collects around 10 billion single-use plastic bags a year. Read more.
